Rogue AI agents <a href=\"https:\/\/openai.com\/index\/hugging-face-incident-and-the-road-ahead\/?ref=digitalpolitics.co\">are hacking<\/a> into competitors. Former Big Tech employees <a href=\"https:\/\/x.com\/hilbertspaess\/status\/2097476196791709843\">are posting<\/a> Skynet-style warnings on social media. CEOs <a href=\"https:\/\/darioamodei.com\/post\/we-must-pace-the-frontier\">are crying<\/a> for help in ways that have made this once-wonky tech issue a frontline political fight.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">I still think many of the <a href=\"https:\/\/darioamodei.com\/post\/we-must-pace-the-frontier?ref=digitalpolitics.co\">concerns<\/a> outlined by the AI leaders themselves are massively self-serving \u2014 especially when their companies are soon to go public. But the growing list of <a href=\"https:\/\/www.anthropic.com\/research\/alignment-assessment-cybersecurity-incidents?ref=digitalpolitics.co\">AI<\/a> <a href=\"https:\/\/openai.com\/index\/sycophancy-in-gpt-4o\/?ref=digitalpolitics.co\">scandals<\/a> is real. And it tells us that the status quo for regulating this powerful new technology is not working.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">The question now on everyone\u2019s mind: Is any kind of global brake possible? What form of AI safety regime is practical, over the short term, when there is no trust between major governments? And what could possibly work when companies are loath to give up their secret sauce and are bent on domination in the global AI race?<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">Two major conversations are now playing out, in real time. On Wednesday, President Donald Trump <a href=\"https:\/\/www.reuters.com\/world\/china\/trump-plans-grand-spectacle-potentially-tense-xi-talks-2026-09-23\/\">welcomed<\/a> Chinese President Xi Jinping to Washington for a three-day summit \u2014 part of which <a href=\"https:\/\/www.politico.com\/news\/2026\/09\/22\/new-ai-safety-mechanism-is-a-channel-between-bessent-and-his-chinese-counterpart-01086967\">will be dedicated<\/a> to AI risks. The same day, with the United Nations meeting for its annual General Assembly, heads of the world\u2019s leading AI companies <a href=\"https:\/\/apnews.com\/article\/ai-artificial-intelligence-un-security-council-64519ea66b38e2600026f4481ad7f211\">urged<\/a> the UN to police the emerging technology, or risk potentially wiping out humanity. \u201cWe could lose control of the future to AI,\u201d OpenAI\u2019s boss, Sam Altman, bluntly told the UN\u2019s Security Council.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">Confronted with this collective freakout, it\u2019s time to take a long, deep breath.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">In fact, AI safety has been on a lot of policymakers\u2019 minds for years now, gaining momentum after ChatGPT was introduced in 2022. Governments have held hearings, convened expert groups, and drafted their own outlines of how to keep it under control. These weren\u2019t just idle listening exercises. They aren\u2019t all well known to the wider public, but they yielded real plans.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">Barring any breakthroughs this week, we already have a quasi-planetary shield against the potentially runaway technology. That\u2019s the good news.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">The bad news is that it\u2019s not really up and running yet. It\u2019s also not clear whether it will actually work. So what is it \u2014 and how can we fix it so we have a global system that responds in time to deal with the incredibly fast-moving threats from AI?<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<h2 class=\"duet--article--dangerously-set-cms-markup\">What the global AI patchwork looks like now<\/h2>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">For the last four years, the most tech-savvy nations \u2014 and would-be AI leaders \u2014 have been running serious conversations about this exact AI safety threat. Some are in Congress and the White House; some at the UN, at the G7, and in other capitals.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">I\u2019ve been <a href=\"https:\/\/www.politico.eu\/article\/ai-control-kamala-harris-nick-clegg-meta-big-tech-social-media\/\">covering this closely<\/a> as a global technology journalist, from my <a href=\"https:\/\/dfrlab.org\/staff\/mark-scott\/\">current perch<\/a> at a think tank. Here\u2019s what the landscape looks like:<\/p>\n<\/div>\n<div class=\"duet--article--block-placement _13j8zv41 _13j8zv40 duet--article--article-body-component\">\n<ul class=\"duet--article--unordered-list _10sa9omi uyby7v0 pn04iq1\">\n<li class=\"uyby7v2 uyby7v1\"><span class=\"duet--article--dangerously-set-cms-markup\">There are national <a href=\"https:\/\/www.aisi.gov.uk\/?ref=digitalpolitics.co\">AI safety and security institutes<\/a>, government-funded bodies whose job it is to kick the tires of AI companies\u2019 latest products before they are let loose into the wild. <\/span><\/li>\n<li class=\"uyby7v2 uyby7v1\"><span class=\"duet--article--dangerously-set-cms-markup\">There are also <a href=\"https:\/\/www.gov.uk\/government\/publications\/frontier-ai-safety-commitments-ai-seoul-summit-2024\/frontier-ai-safety-commitments-ai-seoul-summit-2024\">voluntary commitments<\/a> by companies, many of which have made their own <a href=\"https:\/\/securityconference.org\/en\/aielectionsaccord\/\">pledges<\/a> or developed joint standards, to protect elections from AI threats, <a href=\"https:\/\/harvardlawreview.org\/print\/vol-137\/voluntary-commitments-from-leading-artificial-intelligence-companies-on-july-21-2023\/\">stop the spread<\/a> of AI-fueled deepfake imagery, and joint government-corporate <a href=\"https:\/\/www.industry.gov.au\/publications\/bletchley-declaration-countries-attending-ai-safety-summit-1-2-november-2023\">efforts<\/a> to bake safety into how the technology develops.<\/span><\/li>\n<li class=\"uyby7v2 uyby7v1\"><span class=\"duet--article--dangerously-set-cms-markup\">At the international level, there\u2019s a G7-led <a href=\"https:\/\/www.soumu.go.jp\/hiroshimaaiprocess\/en\/index.html?ref=digitalpolitics.co\">reporting mechanism<\/a> \u2014 embraced by the most important Western tech nations that allows AI giants to share how they are building their latest models, as well as create standards for how to reduce catastrophic risks.<\/span><\/li>\n<li class=\"uyby7v2 uyby7v1\"><span class=\"duet--article--dangerously-set-cms-markup\">An <a href=\"https:\/\/internationalaisafetyreport.org\/publication\/international-ai-safety-report-2026?utm_source=chatgpt.com\">international scientific report<\/a> provides a yearly update on risks posed by the most advanced AI systems, based on existing research, to help governments plan for the worst. <\/span><\/li>\n<\/ul>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">What\u2019s missing from all that? What we currently lack \u2014 and what is needed between now and the end of 2026 \u2014 is a way to turn this cottage industry of AI safety mechanisms into a functioning, but crude, first-responder system when things suddenly go wrong.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">The last four years have laid out a pathway, and some of the necessary systems even exist. But there\u2019s no way to respond globally, and in real time, when an AI crisis hits \u2014 especially if such a possibly doomsday event cuts across countries already skeptical of each other.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">This week\u2019s US-China summit may be a step in the right direction. Under <a href=\"https:\/\/www.politico.com\/news\/2026\/09\/22\/new-ai-safety-mechanism-is-a-channel-between-bessent-and-his-chinese-counterpart-01086967\">proposals<\/a> outlined by American officials, Washington and Beijing could set up a hotline between US Treasury Secretary Scott Bessent and Chinese Vice Premier He Lifeng in case of an AI incident affected each country\u2019s national security.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">It\u2019s still unclear if Trump\u2019s meeting with Xi will lead to such progress. Chinese officials also have balked at Washington\u2019s pleas for AI rules because, so far, Congress <a href=\"https:\/\/www.theguardian.com\/technology\/2026\/sep\/16\/us-government-failing-americans-ai\">has failed<\/a> to act, and China already has some of the world\u2019s <a href=\"https:\/\/regulations.ai\/regulations\/RAI-CN-NA-SUMMARY-2026\">most stringent AI oversight<\/a>.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">For AI to be \u201csafe,\u201d this conversation will need to go beyond this week\u2019s US-China summit. Relying just on Washington and Beijing \u2014 arguably the most important AI powers \u2014 would not solve the underlying problems, nor would it make other countries feel more comfortable.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<h2 class=\"duet--article--dangerously-set-cms-markup\"><strong>What we need next, so it really saves us<\/strong><\/h2>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">I\u2019ve been talking to AI safety experts and government officials, and it\u2019s clear the missing piece is a way to activate this whole system in a crisis. Countries don\u2019t all have to have the same AI safety policies, and they never will. But as with nuclear weapons \u2014 a similarly high-threat technology that the world found a way to contain \u2014 safety requires a rough global agreement on how to respond quickly when something goes terribly wrong.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">What\u2019s needed right now is a 90-day, opt-in rapid response mechanism that joins existing pieces of the AI safety puzzle together. I\u2019ve pieced together some ideas about how it should work, and who needs to sign on. Granted, none of what I outline below is sufficient. But, together, they are more plausible than trying to negotiate a comprehensive global regime \u2014 let alone arrange <a href=\"https:\/\/www.digitalpolitics.co\/newsletter058\/\">another AI summit<\/a> \u2014 while Washington, Beijing, and other national capitals disagree over what \u201cAI safety\u201d actually means.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">All of these options are based on existing mechanisms, are derived from efforts that have worked in other policy areas, and provide a band-aid to the AI safety dilemma until a more durable solution can be negotiated.<\/p>\n<\/div>\n<div class=\"duet--article--block-placement _13j8zv41 _13j8zv40 duet--article--article-body-component\">\n<ul class=\"duet--article--unordered-list _10sa9omi uyby7v0 pn04iq1\">\n<li class=\"uyby7v2 uyby7v1\"><span class=\"duet--article--dangerously-set-cms-markup\">First, developers, AI safety institutes, and regulators, from across different countries, should agree that when an incident occurs, it triggers a specific <a href=\"https:\/\/www.iaea.org\/topics\/nuclear-safety-conventions\/convention-early-notification-nuclear-accident?ref=digitalpolitics.co\">Chernobyl-style<\/a> protocol. That would mean submitting a confidential report within a 72-hour period to a national designated responder and a small technical secretariat. It can build on the OECD\u2019s <a href=\"https:\/\/oecd.ai\/en\/incidents?ref=digitalpolitics.co\">AI Incidents Monitor<\/a>, lead to a technical, multi-stakeholder confidential investigation into what went wrong, and, subsequently, the publication of an anonymized lessons-learned note.<\/span><\/li>\n<li class=\"uyby7v2 uyby7v1\"><span class=\"duet--article--dangerously-set-cms-markup\">Second, governments and developers can agree to publish common declarations related to safeguards, residual risks, escalation thresholds, and independent auditing before the release or upgrading of a next-generation model. It would use the G7 Hiroshima AI Process <a href=\"https:\/\/oecd.ai\/en\/transparency\/overview?ref=digitalpolitics.co\">reporting framework<\/a> as its base, and turn the current hodgepodge of corporate safety declarations and voluntary standards into a common minimum disclosure obligation. View it as similar to the collective <a href=\"https:\/\/www.elibrary.imf.org\/view\/journals\/004\/2009\/012\/article-A001-en.xml?ref=digitalpolitics.co\">bank stress tests<\/a> after the 2008 global financial crisis. It can allow outsiders to truly compare models\u2019 safety protocols without putting someone in charge of determining which company is doing it best.<\/span><\/li>\n<li class=\"uyby7v2 uyby7v1\"><span class=\"duet--article--dangerously-set-cms-markup\">Third, create a Cold War-style US-China AI safety hotline \u2014 but see it as an initial step that can later be opened to other countries. There are good reasons, in the long term, that Washington and Beijing should not be allowed to rule artificial intelligence between them, and the rest of the world should have a real seat at the table. But for now those are the two \u201cgreat powers\u201d in the tech conversation, and we can set that philosophical argument aside to create a standing, technically-informed direct line of communication for acute AI-risk incidents. Its remit is inherently narrow: prevent dangerous misunderstandings linked to serious model incidents, AI-enabled cyberattacks and\/or alleged breaches of agreed safety commitments.<\/span><\/li>\n<\/ul>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">There are obvious limits to what I describe above. For one, it\u2019s an inherently Western-centric view that primarily discounts global majority countries. It also places too much sway on existing institutions like the Organization for Economic Cooperation and Development, as well as on the US-China relationship. Other countries\u2019 officials will legitimately balk at all three options, and rightly so.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">But this is not about creating a vague, unenforceable UN-led mandate for AI safety. Nor is it about corralling the geopolitical cats to hammer out a global AI treaty. The options \u2014 a collective safety protocol and incident reporting protocol; common pre-release standards; and a US-China AI safety hotline \u2014 are inherently short-term. They are also based on existing efforts and those that have worked successfully for other policy areas.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _10sa9omi itxwjq1 itxwjq0 pn04iq1\">There will be time to quibble about the future of AI safety. But now is not that time.
